Description
The mission of Horizon Housing Development Company (HHDC) is to assist in providing housing services to St. Louis City residents with developmental disabilities. HHDC provides this foundation with 8 scattered buildings in the City of St. Louis. Housing is provided to individuals and families and placements should be made in accordance with gender identity.
Requirements:
- Resident of the City of St. Louis
- At least 18 years old
- Have a developmental disability
- Meet HUD homeless criteria (come from the streets, emergency shelter, or transitional housing)

Programs:
- Peter and Paul Community Center: Offers Single Room Occupancies (SRO) for individuals with developmental disabilities going from shelter to housing.
- Hyde Park 811 Housing Corporation: Offers 15, 1 bedroom, subsidized apartments for individuals who are homeless with a development disability.
- HHDC Residential Units
Staff completed one trans competency staff training with THISTL March 2024. THISTL reviewed HHDC's Gender Equality policy in April 2024 and found it to be very comprehensive. Placements at HDCC should be made in accordance with stated gender identity. Agency paperwork might not ask for client pronouns or chosen name by default.

Restrictions/Eligibility Criteria
- A person has to be homeless; have a developmental disability, mental illness or substance use disorder; if the person has a mental illness or a substance use disorder the person would also have to have a voucher to qualify for our program. We have three different programs and the head of household has to have the disability. Services are trans inclusive.
